The European Commission has opened consultation on the settlement machinery behind CBAM, confirming that certificates become purchasable from 1 February 2027 at a fixed fee of 0.05 euro each. The commercially significant detail is not the fee. Certificates are non-transferable, cannot be resold, and repurchase is generally limited to one request per year with approval running 42 calendar days from fixed quarterly dates. For Indonesian mills selling into Europe, that converts a carbon cost into a working-capital commitment measured in months rather than days, and it lands well before the first certificate is ever surrendered.
